Compostable Pouches in the UAE: Choosing Plant-Based Packaging With the Right Performance

In the UAE, sustainable packaging is becoming part of a wider shift towards responsible production, waste management and circular economy practices. For food, snack and consumer brands, compostable pouches can be an option where the material provides the required product protection and there is a suitable end-of-life route.

But a pouch being described as plant-based or compostable does not, by itself, make it the right packaging choice.

Compostable pouches are flexible packaging structures designed to break down through composting under defined conditions. Some use materials derived from renewable or plant-based sources.

The important detail is the complete pouch structure. The film, sealing layer, adhesive, ink and other components all contribute to the final packaging performance and should be considered when evaluating a compostability claim.

PACKAGING FACT: Plant-based describes the source of a material. Compostable describes how the finished material behaves under specified composting conditions. They are not interchangeable terms.

The UAE has been strengthening its approach to waste management and circular economy practices. The UAE Circular Economy Policy identifies sustainable manufacturing and sustainable consumption among its priorities, while national environmental policy includes integrated waste management.

This does not mean that every pouch labelled compostable can simply be placed in general waste and expected to break down.

For businesses in Dubai, Abu Dhabi and other Emirates, the intended disposal route should be considered alongside the packaging material.

UAE NOTE: The UAE’s approach to sustainable packaging is broader than simply replacing one material with another. Waste reduction, recycling and better resource management are also part of the country’s circular economy direction.

Compostable pouches can be considered for selected dry foods, snacks, bakery products, seeds and other products where the structure can provide the required shelf life.

The UAE climate also makes packaging performance particularly important. Heat, storage conditions, transportation and exposure to moisture can affect packaging requirements.

A pouch designed for a dry snack may have very different requirements from one used for oily food, liquid products or products that need a long shelf life.

OUR PACKAGING VIEW: Start with the product. Then select the material. A compostable pouch that cannot maintain the required shelf life is not a practical packaging solution.

Flexible packaging has to perform several jobs at once. It needs to protect the contents, maintain seal integrity and withstand handling, transportation and storage.

For this reason, compostable materials should be assessed for:

• Moisture and oxygen barrier
• Oil and grease resistance
• Seal strength
• Product compatibility
• Required shelf life
• Filling and storage conditions

The material selected should provide the necessary protection without making environmental claims that go beyond what has actually been tested.

Before choosing compostable pouches, ask the packaging supplier about the complete material structure, applicable compostability testing or certification, product compatibility and the intended disposal conditions.

It is also important to distinguish compostable packaging from the UAE’s rules covering specific single-use plastic products. The federal regulations introduced restrictions on certain single-use products, with the first phase covering single-use plastic shopping bags from January 2024 and further products covered from January 2026. There are specific exemptions, including certain thin rolls used for fresh food, medicine bags, garbage bags and products made for export or re-export.

IMPORTANT: A compostable pouch used as product packaging should not automatically be treated as equivalent to a single-use shopping bag. The product, packaging format and applicable regulation need to be considered separately.
